Pay Rate: $85-115k/yr (Depending on experience)

Position Summary:

​

The Director of Compliance & Quality Assurance is responsible for the development, implementation, and oversight of the agency’s Corporate Compliance Program and Quality Assurance systems in accordance with OPWDD, OMIG, Medicaid, and other applicable federal and New York State regulations. 

​

This position ensures organizational adherence to regulatory requirements, internal policies, ethical standards, and best practices in service delivery for individuals with developmental disabilities. 

​

The Director functions independently from program operations and reports directly to the Executive Director and the Board Compliance Committee as appropriate. 


KEY RESPONSIBILITIES:
 

Regulatory Compliance & Oversight:

 

• Serve as the agency’s Compliance Officer pursuant to OMIG compliance program requirements. 
• Ensure adherence to OPWDD regulations, Medicaid billing requirements, and all applicable state and federal laws. 
• Maintain and update the Corporate Compliance Plan in accordance with OMIG guidance. 
• Monitor regulatory updates and implement necessary policy and procedural changes. 
• Serve as primary liaison during OPWDD surveys, audits, and reviews. 
• Coordinate responses to OMIG audits, Medicaid inquiries, and external investigations.

Policy Development & Governance: 


• Lead development, review, and revision of organizational policies and procedures. 
• Ensure policies align with OPWDD Administrative Memoranda (ADMs), regulations, and guidance. 
• Develop internal controls to mitigate regulatory and financial risk. 
• Present compliance reports to Executive Leadership and the Board of Directors. 
• Support Board Compliance Committee functions and reporting requirements.

Quality Assurance & Performance Improvement: 


• Develop and implement a Quality Assurance and Performance Improvement (QAPI) framework. 
• Conduct internal audits of service documentation, billing, incident reporting, and program operations. 
• Analyze trends in incidents, medication errors, grievances, and corrective action plans. 
• Ensure timely reporting of reportable incidents and oversight of corrective measures. 
• Oversee root cause analyses and continuous quality improvement initiatives. 

Training & Education 


• Develop and deliver compliance training for all employees and board members. 
• Ensure annual compliance training requirements are met. 
• Educate management staff on regulatory changes and risk mitigation strategies. 

Risk Management & Ethics 
• Oversee compliance hotline and investigation processes. 
• Conduct internal investigations of alleged fraud, abuse, neglect, or regulatory violations. 
• Ensure non-retaliation policies are enforced. 
• Collaborate with HR on disciplinary actions related to compliance findings. 

Documentation & Reporting 
• Prepare quarterly and annual compliance reports. 
• Maintain documentation required for OPWDD and OMIG audits. 
• Ensure proper maintenance of incident management documentation and reporting systems.

 

Qualifications:

 

Education 


• Bachelor’s degree required; Master’s degree in Public Administration, Healthcare Administration, Law, or related field preferred.

Experience 


• Minimum 5–7 years of compliance or quality assurance experience in a healthcare or human services setting. 
• Minimum 3 years of direct experience with OPWDD regulations. 
• Demonstrated experience with OMIG compliance requirements and Medicaid regulatory frameworks. 
• Proven experience in policy drafting and regulatory interpretation. 
• Experience preparing for and responding to regulatory audits and surveys.
